Is there a setting somewhere so that all new topics/posts have to be approved by admin before they go live on the site?

You can use approve new topics unless trust level set to 4 - Leader.

thanks! I want users to be able to create a new topics, but just hold it until a site admin approves it.

Will this do that?

Yes.

Type ā€œapproveā€ in the settings search box. There is a shortcut to the Settings in the hamburger menu (the button to the left of your avatar in the top right).

Thereā€™s a per-category setting which does this too:

But that will also allow moderators to approve topics or replies.
