resend all invites does not work. there is no error in log about this.
pending invites about 1,5k
email system works properly.

That sounds less like invites and more like spam.
Maybe send email from a mailing service and use the new Multiple Use Invites Link feature?
no, this not a spam action and this is not related with the problem.
This was a legit issue. Fixed in:
