Send welcome message to imported/migrated users

When importing users from an existing forum system, it seems that they aren’t sent the welcome message.

Since the welcome message is used to educate the users about how to use Discourse, I think it would be useful to send it to imported users as well.

I asked this same question a while back, and there was a proposed solution that seemed to work for some people, though I never tried it myself.
