I want to give TL4 users the ability to merge posts but restrict them from the following actions:

  1. Pin/Unpin Topics
  2. Close Topics
  3. Archive Topics
  4. Make Topics Unlisted
  5. See Unlisted Topics in Topic List
  6. Reset Topic Bump Date
  7. Set Topic Timer

Is there any way to achieve this? Any help would be greatly appreciated.

Tl4 can merge topics (move posts from topic1 to topic2), but they cannot merge consecutive posts of a user.

I think since there is no setting to disable the other options you would need a plugin to limit tl4 user actions. Though if you trust them, you could tell the not to use the other options
