Splitting a message in 2

Could it be possible for a moderator to split a message in 2 and leave the IT part where it is, while moving the OT part somewhere else?

An admin can do that:

  1. Edit post, cut part of the text
  2. Create a reply, paste text
  3. Change ownership of the reply
  4. Move reply to a new topic

A moderator lacks the capability to change the ownership of a post, but that could change.
