Subfolder parameter not used when rendering images in /admin/upgrade

The URL for the discourse is:

https://www.example.com/folder-name/admin/upgrade

The images that are not rendering have the URL:

https://www.example.com/plugins/docker_manager/images/font-awesome-check-circle.png
