Tag search in tags dropdown box does not work for non-English characters

How to reproduce

1 - Have a few tags written in non-English language. In my example, Russian.

2 - create a new topic and note how there is a tag named тема-в-разработке

3 - type part of the tag name, and it disappears from the dropdownbox:

Looks like a UX bug.
