I’ve created a group of tags and associated it with a category-subcategory, but one of the tags doesn’t appear in the list of tags when I create a new topic with that category-subcategory. I’ve set the settings for tags, but the tag is still missing from the required tags drop down.
This topic is related to an old topic that has been closed: Why does the tags dropdown not show all tags? (on creating a new post) . I’ve tried the solution offered in the closed topic, but it hasn’t worked.

That does sounds weird. Is it always the same tag that is not showing up? Is there something different about that tag?
How many tags are we talking about here? What number do you have set in the max_tag_search_results setting?

I’ve just identified the problem! When I create a new topic and select the category/subcategory here’s the screenshot:
I can only see 6 tags out of a total of 8 tags when I create a new topic for this category/subcategory. I’ve just noticed the scroll bar in light grey. When I scroll down, I can see the remaining 2 tags.
I would imagine that if I couldn’t figure out how to see the full tag selection, my users would also have the problem. Is there a way to make the new topic dialog show up as a full screen and not as a partial screen pop-up? Also, is it possible to make the scroll bar in a darker color and to make it more visible?
max_tag_search_results is set to 100

The scrollbar is typically defined by the system/browser, and not by an individual application and afaik we don’t do anything special to it.
That’s not very straightforward to do and we are in general (as an industry) moving away from modals.
If you look again at your screenshot, you can actually see the 7th tag appearing at the bottom, indicating there is more below. You can also search instead of scrolling, to find the tag you want.
