The RSS title is "Latest Topics"

Is it possible to replace the RSS title from “Latest Topics” to the forum title?

Probably it should include the forum title here. @neil can you make sure it maps to what we do on the HTML <title> tag in general?

Is just the SiteSetting.title what you’re after?

In a comment on the PR, @sam pointed out this doesn’t work for right-to-left languages.

I haven’t done much of anything with i18n so I don’t know of a solution for deciding how to concatenate two strings which may be RTL or LTR. Since this already depends on the site’s title, and the admin is filling things in anyway, perhaps it’s fine to ask the admin for the direction of the title?
