Seems correct to me, threshold met for topics, not met for posts. I do not see the problem?

Yes that’s right. You made enough topics, but only 2 replies in those topics.

Maybe message should just change to 28 more posts needed once 100% of the topic req is filled?

I personally ok with 2/30 display. I would just not to show 6/5 part when I have 5 topics.
Just my opinion.
