When you click the tracking toggle for a topic or category, the texts shown on hover are not translated or translatable until you have chosen that option. Then the translation on hover works fine.
I used English for the video, so it is a little more difficult to notice the difference. But you can see the numbers behind the text appear. These indicate that the text would be shown in the user’s locale.
While browsing different topics with different tracking statuses, you can collect all hover texts. To reproduce this, you can reload the topic after you have opened it.
