Is it possible to set up new user login to not require the email activation?

No, not using our default login system. Without email confirmation there’s no way to know that the person signing up actually owns that address and Discourse accounts are fundamentally structured around email.
You could alternatively use a social login provider (Facebook, Twitter, etc) because at that point they’d be providing the emails (but they require email verification on their end so you’re not eliminating the requirement, but shifting it to a third party). An external SSO provider would be another option.
