When is a post considered "read"?

I’m looking at the TL1 requirements, and they include “tl1 requires read posts” with a default of 30.

I’m idly curious if a post is marked “read” purely because I scrolled past it, or if a certain amount of time on the screen (to allow actual reading) is required.
