Whispering in groups containing non staff

I believe group access to whispers was added recently:

A new feature was added to the latest Discourse, which allows specifying additional groups whose members would be able to see/create whispers. [Screen Shot 2022-07-01 at 12.00.47 pm]

But all groups would be able to see all whispers.
