Who has access to read other people’s direct or group messages (and individual chats)?

Sorry for the belated response, Matt. 
Through the UI, it’s not possible to see anyone else’s Personal Chats without impersonating them - though you can use a data explorer query to get an overview if you need some moderation oversight.
There’s a query here that may be useful - Direct Message Look-Up (interval)
