Wizard not showing up for new installs

Not sure if this is a bug or a change of UX. It used to be that if there were no admin users, a new install would show the :tada: on the new install. On two installs I did today, I just got /latest.

I just did another one (I had tweaked my script so it needed a test anyway).

Confirm, this is a new regression @eviltrout I just did an install on Digital Ocean and this is what I see on first boot…

Can you proritize a fix for this first thing tomorrow? Our onebox security stuff is handled enough for now, this is kinda bad as it “breaks” all new installs.

Maybe this was already broken in February and my issue here wasn’t multisite-related at all?

Unlikely; we think this was related to recent optimizations by Sam. You can look at his recent public commits on Discourse to suss out the exact time, perhaps no more than 2 weeks ago.
