A user, fidelio, is experiencing issues with their Discourse forum after upgrading to the latest 3.1 version from 2.9. The forum won’t launch, and they’re stuck in a loop with no error message. fidelio receives a WARNING: containers/app.yml file is world-readable message when stopping/starting the forum, but merefield advises this is just advisory and not the cause of the problem.
fidelio is asked to share the browser console output and perform a complete rebuild, and pfaffman and JammyDodger suggest trying safe mode and checking for errors in logs or the browser console. fidelio finds that safe mode works and disables the Quick Messages plugin, which merefield notes has ended support.
I just tried to update my forum to the latest 3.1 version (coming of 2.9) and now it won’t launch anymore. There is no error message displayed at the end to installation process as far as I can make out.

If you can share a link so we can check it out that would be helpful. But you should also try safe mode, and check for any errors in your /logs or browser console too.
We had a couple of similar reports yesterday concerning the maths plugin, but they should be fixed now.
