The trust level groups all include users with higher TLs
- @trust_level_4 - only the users with TL4
- @trust_level_3 - users with TL3 and 4
- @trust_level_2 - users with TL2, 3, and 4
- @trust_level_1 - users with TL1, 2, 3, and 4, so everyone except new users
- @trust_level_0 - users with TL0, 1, 2, 3, and 4, so all members of your community, but not users who are not logged in
