Hello. I’ve been having some trouble understanding the SMTP part and how to get it working with Brevo.
I’ve checked if everyone was right, though could be still incorrect. Not sure what to exactly post for help.

I don’t know Brevo, but have you created an SMTP key? The relevant documentation I found: https://help.brevo.com/hc/en-us/articles/7959631848850-Create-and-manage-your-SMTP-keys.
Can you tell us what part you don’t understand precisely?

The part I do not understand is what else is needed or what is causing it to not send the email for confirmation. Likely I may have done something wrong, but not sure what.
The SMTP key I used was the master, but I am unsure if that was fine to use or not.
On mine long ago when it was called Sendinblue. All I did was create account & password. In your app.yml put in the relevant info
Where SMTP user name is the account you created on brwvi and the password being the password for your brevo account

Went into the logs after finding where they were located on Brevo.
It seems the emails were being sent the entire time, but were being bounced for some reason. Unsure of the reasoning, so I must check that out when I can. Thanks for the help.
Sure. Discourse has email logs as well /admin/email-logs.
