Allow tags in target category for drafts

Is this solved?

Whether the draft topic is published or not isn’t clear:

It looks like the shared draft UI sticks but the topic is published in the right category, using the latest version of Discourse `test-passed.

I don’t have repro.. thought I did but then realized I forgot to specify the category to publish to. This is easy to miss when you are scheduling the publication of a draft created using the shared drafts feature vs just scheduling the recategorization of a topic which is how it used to work. If you leave the “Publish to” field blank, it leaves it in the shared drafts folder.

A UX improvement would be to set the category automatically in the “schedule” topic timer if it’s a shared draft. And to provide a UI for scheduling in the composer when saving your shared draft.

It’s also a bit awkward if you happen to be looking at the topic at the moment it is published. The “shared draft” UI remains until you refresh the page or click away and return to the topic.

And finally, it would be a nice touch if the fact that a topic has been scheduled would be indicated in topic lists, here:

Ah yes. There’s a delay between the publication time and the UI refresh. And indeed the ‘publish to’ seems redundant in the case of drafts.

Thank you @tobiaseigen for taking the time to investigate.
