Tags on unlisted topic should not count

Unlisted topics are included in the Tag (topic) count for normal users who don't actually see those topics

Well, not just a test topic, but topics we don’t want to have, we sometimes unlist and those individuals like to use tags for whatever reason, so they’ll put a long list of tags (many that are mis-used). Yes, this is a rare occurence, but something we notice that was behaving differently than tags used in a private category and unlist and private categories seem to exhibit a lot of the same behavior, they don’t show themselves to normal members. But tags used in those related topics do get show…

I added a tag to 2 topics. Let’s use the tag abc as an example.
Then I unlisted those 2 topics.
For a non-admin or even a non-logged in user, when they go to /tags, they still see abc (2), which I believe they shouldn’t. If they think the tag has two topics and click the tag, they are presented with… nothing.

The same for a tag I have assigned to 9 topics, 5 of them unlisted, but the users still see x9.
