Does anyone know if forum members will get an email every time there is a new comment on a topic in the Announcements category? Or will they only get an email about comments when they “Watch” a particular topic within the Announcements category?
Depends on how you configure your “Announcements” category, as we don’t ship one by default. You can set it to be default tracked, watched, watching first post, or normal (the default for all new categories).

Yes, watching means being notified for every single post.
That is a bit uncommon and can lead to users flagging your emails as spam.
You likely want the “watching first post” notification option. That will email for post only, not comments.
Can I force this for every user by default?
You can, though keep in mind users receiving email they didn’t sign up may consider it spam.
Navigate to /admin/site_settings/category/all_results?filter=default%20categories%20watching%20first%20post
on your site and add the category to the site setting. When you save the setting you’ll be prompted to apply it historically. To apply to all users, select yes.
