"Are you sure you want to discard the penalty?" popup after silencing a spammer?

Got a clear spam message, and chose to silence the user and delete the post. After choosing those actions, I got a popup saying " Are you sure you want to discard the penalty?". (I was going to screenshot it, but I accidentally clicked outside of the dialog, which caused it to go away.)

What caused this message, and what penalty was I discarding, and what happened when I failed to make a choice?

Yep, that was it. FWIW, the spammer account was silenced.
