Yes, I don’t think this is a bug. There shouldn’t be an actual ‘admin’ button on mobile in the same way as desktop as the wrench icon serves the function instead.
Though I think the ux topic I linked above would be the place to add your thoughts about suggesting a possible change to this layout.
