Can moderators approve users?

I am sure this is a really daft question, but I could not find information on what exactly moderators can and cannot do. Just this discussion from the other side of the fence:

I have a person I trust who needs the right to approve users directly (to level TL2 as it happens since our policy is to screen heavily and then grant advanced permissions). Would just moderator rights be sufficient for this role? If I can avoid experimenting on live systems, I do, hence this query.

More generally, is this kind of information documented in some kind of systematic way? Or does the notion of a searchable dynamic forum take priority here. TIA, R

Yes moderators are able to approve and change the trust level of users
