Cannot convert a public topic to a PM - says Incorrect Topic Allowed Users

I can successfully convert some public topics to PM, but not all of them - because for some topics it says incorrect topic allowed users.

What might be wrong and how to fix it?

To fix it when it happened to me, I just refresh the page.

This is not the same issue. I had no message about “incorrect topic allowed users” (and numerous refreshes and reloads of the PM page didn’t put the option in that menu for me).
