Can I set a default tag for a category? I know I can set a minimum Tag number but wanted to also have some categories always be tagged with a specific tag and then have the user optionally add others.

Automation Plugin I believe has an autotag option.
Another Option is to set minimum tags to 1 and have tags for that category require a parent tag you can also iirc set require tag from group. And have the tag group only have 1 tag.
Just verified the Autotag automation can indeed do what your looking for.
