Maybe, also remove ‘See approve post count.’ from the end, and link the ‘first x posts’/‘first post’ to /admin/site_settings/category/all_results?filter=approve_post_count instead.
Changing:
The first few posts from every user must be approved by staff. See approve post count.
to:
The first x posts from every user must be approved by staff.
This would prevent the text from wrapping onto two lines.
That may be true for English, but probably not for other languages.
In general, I like that the structure is the same for all the different reasons why a post requires approval. They all end with “See {link to setting}” which is a clear reference.
I think for moderators, a “see this setting” highlights better where the link is going to take them and why it in some cases doesn’t work than linking some words. And for category moderators who see the text but without a link, it’s visible that there is probably a link for staff.

I haven’t had any call to use the category moderators setup yet. If the “See {link to setting}” is not a link for category moderators (and moderators it seems) then the initial suggestion in:
would be useful for moderators and category moderators.
