This is shown on User Profile Notification settings:

Viewing that page as an admin with locale set to EN.
The user’s locale is RU.

Должно быть исправлено в UX: Remove unused strings about desktop notifications · discourse/discourse@a40e9d9 · GitHub. Нет смысла оставлять пустые строки в английских файлах локализации.
