I have a sidebar with a custom link in the global section (Bienvenido) and an entire custom section (Participa) with various links. Is there a way to translate these links and section headings for a different user locale, e.g. Portuguese?

Não, não acho que as traduções funcionem em campos de barra lateral personalizados.
