You can try using category moderators instead of full moderators. Looks like it will fit your use case perfectly.

One possible solution could be to make them category moderators or TL4 instead. Those roles get a lot of mod-style functions without being full moderators and having access to the staff logs. You can compare the different abilities in Trust Level Permissions Table (inc Moderator Roles)

I think it may be time to make them category moderators @danielabc. The instructions are still:

To set up category moderation:

• Toggle enable category group moderation in the admin settings
• Create a group and add the users to it
• In the Settings page for each category add that group to the In addition to staff, content in this category can also be reviewed by: box
• Save

And then you can remove moderator privileges from everyone and they will no longer be able to access the logs or delete users, etc.
