Group tag in new topic doesn't show the tags

Tags and the permissions regarding who is allowed to use them and where they can be used can become complicated.

You can check that:

• The user is allowed to use tags in general. Can they use tags in other categories? Are they in a group selected in the Tag topic allowed groups site setting?
• The user is allowed to use the tag. Is Tags can be used by everyone in the settings of all tag groups the tag is a member of selected?
  
  
• The category is not limited to other tags. Are there tags or tag groups selected in the category’s Restrict these tags to this category: or Restrict these tag groups to this category: setting? If yes, is Also allow other tags enabled?
  
  
• The tag and tag group(s) are not limited to other categories. When there is any other category where the tag or tag group(s) was(were) added to the Restrict these tags to this category: or Restrict these tag groups to this category: setting, then it is limited to that category until you also add it to the category where you want to use it.
  The easiest way to find out is by looking at the additional information on that tags page.
