by the way ,is there a option to add a global site setting,i mean if user have no choose the category…

No there is no such global site setting as of now.

so only adds a setting for each category to set “minimum required tags”,and if there no select on category (uncategorized), isn’t work?

Look at the settings for the category under the Tags tab:

Thx. i was looking in my overall site settings as distinct from the category setting. Been away for 5 years and have forgotten a bit and/or things have changed a bit!
