I keep having the ONEboxes not expand:
how can I fix it permanently?
It’s a Post not a Topic control (behind the three dots).
You can’t do it in bulk from the interface. You have to perform it for each specific Post:
(Assuming you are admin)
Go to a Post → Expand controls via ..., select the Wrench → Rebuild HTML

Very strange! I thought hitting “rebuild HTML” would restore the oneboxing, but it isn’t:
