I would like to use our forum https://community.robin-data.io in German (actual) and in English. I have seen another Forum using disoucrse where I can switch between these languages.
Does somebody have a clue where I can configure this in our forum?

That link on the site you linked just takes you to a different forum. They have two sites:
English: https://antworten.seibert-media.net
German: https://answers.seibert-media.com
When you’re on the German site, they add the link to the English site. When you’re on the English site, they add the link to the German site.
Is that what you want to do?
