is it possible to configure discourse to display only the latest topics from all categories at the startpage/frontpage view?

For me the latest post (all categories )will show on front page. And I can’t remember doing anything specific for it to be like that.
Yes, if you’re an admin you can change the top_menu setting from admin/settings… the first item there will be your site’s homepage (sounds like you want latest to be the first value there)
If you’re not an admin you can change the “default home page” setting in your user preferences, for example here on Meta: https://meta.discourse.org/my/preferences/interface
