Well, I want to start using the tool, but after searching online, it seems that only Linux users can install it, correct? In my case, I use Windows 10 and would like to test it on a local server (XAMPP).

Yes, Discourse (like most modern web software) is designed to run on Linux in production.
If you just want something for testing, you can set it up on your local machine inside a virtual machine running Ubuntu on your Windows.
However, to run it in production, you will need a Linux VPS server.
Vultr and Digital Ocean cost just 5, and in Brazil, the Locaweb plan for R 35.90 runs Discourse without issues.
