setup, cloudflare dns pointed at digital ocean droplet, mailgun verify dns passes. get to installation success page, sign up, but no email.

I don’t see how to check mailgun logs, that access isnt unlocked.
Maybe need to enter cc?
Have you tried contacting mailgun support? They are the only ones who would have the current offical answer for that which may be changed at anytime.
That may not be the problem you are experiencing, I had the same issue recently with mailgun even with all records configured would not send e-mail activation for some reason. Brevo was a lot easier to make work but may not be as good as mailgun.
