I’d like to know how I should set up the categories so they appear as in the attached screenshots.
What I would like is for the categories or subcategories to be visible at the top and the topics at the bottom.
I think you are looking for the “Show subcategory list above topics in this category.” setting in each category’s settings.

Indeed this is the way - in the settings for the specific parent category (click the admin wrench in top right corner of the parent category’s page), go to the settings tab on the left side menu and scroll down to these settings:
