Limit or turn off New topics

Some of my users are providing accessibility feedback and have requested that the New topics area in the settings dropdown (preferences > notifications, ‘Consider topics new when’) be able to provide an option for ‘Never’.

How can I make this work for these users?

They never want to know when there is new content? Can you explain what they are trying to solve here? That doesn’t seem to make much sense at face value.
