Rendere traducibili le descrizioni delle impostazioni di tutti i componenti ufficiali del tema

While translating the official theme components at Crowdin, I noticed that some settings descriptions cannot be translated. This is because these strings are located in settings.yml instead of locales/en.yml. Would pull requests aimed at changing this (similar to what was done here) to enable translations be welcomed?
