Thanks for reporting that! I am not sure if it is technically a bug, since it does not prevent normal usage of Discourse, but it is something that needs to be fixed.
I can reproduce the issue on my local dev site by attempting to add more tags to a topic than is allowed by my site’s max tags per topic site setting. We will need to make sure that Discourse has some text to display for the max_content_reached text key.
