I want to migrate my new data from phpbb3 forum to discourse with existing which already a migrated phpbb3 forum

While discourse is a super platform, you might want to think about the hit to traffic if you have a long running established forum, and also the user reaction, people get very fixed on what they know and change is not often received with open arms, migration basically are not always the solution, but sometimes it’s hard to figure out what the solution is if it’s not migration! That be monsters here. 
You can follow Migrate a phpBB3 forum to Discourse. Just make sure you configure the site_name in settings.yml otherwise the import script assumes it’s a differential import and will skip data that appears to be already imported.

Okay, by following the process whether the settings which were already done on the existing discourse will get updated or will remain the same.
