Move wrench to bottom in mobile layout

As discussed internally, we probably want to move the admin wrench in the mobile layout from top right to the bottom, sticking it to the pagination widget:

I just upgraded and found that this has been implemented However, with the button at the bottom, the menu now opens off screen…

I also noticed it doesn’t get docked when you scroll all the way down (iOS Safari).

It hasn’t been implemented fully yet. It was an attempt at doing it via CSS and is incomplete. I’m working on a proper fix and should hopefully deploy it this afternoon.
