Correct but you can add this theme component to hide the muted categories if you like.

Hide muted categories in category list

Discourse now shows muted categories in the category list. This improves discoverability, particularly on sites with many categories muted by default. If you prefer the old behaviour, this simple theme component will restore it: https://github.com/discourse/discourse-hide-muted-categories
