How can I make it so that whenever a user clicks on a topic, it automatically navigates to the top of the topic? Even after they’ve read through part of it. Currently, the first time a user clicks on a topic, it brings them to the top, but the next time, it brings them to the bottom or wherever they left off.
I already have the “Navigate to first post after topics are read” setting turned on, but it doesn’t seem to be working.

If the topic is a wiki, and the user read it all, it will always go to the top.
Otherwise there are no ways to accomplish what you need as it would mean a worse user experience. Can you share more details about why do you need this change?
Hello as far as I am aware you can:
Install this theme component.
When you are in a topic scrolling down to get to the top you can click the topic title in the site header. This brings you to the top.
Use the blue scrollbar on the right side of the topic.
