"New advice on your site dashboard" messages very laggy

There’s been a couple of times when I’ve gotten the “New advice on your site dashboard” messages one or two days after the themes etc have already been updated. I’m guessing that it is being scheduled early but there’s no check when it goes to send it whether there are any current issues? Has anyone else run into this issue?

I see on the admin dashboard that a theme needs updating. I update it. Two days later we get the admin message telling us to check the admin dashboard. There’s nothing new to do, and there’s nothing else in the admin log to suggest that another admin updated something while I wasn’t looking.
