Notification Emails Not Being Sent for New Messages

I have noticed that notification emails for new messages are not being sent. Here are the details:

----Issue:---- Users are not receiving notification emails when they receive new messages or replies.
---------------Reproduction Steps:------------

  1. Send a message to a user.
  2. Log in with the recipient’s account.
  3. Observe that no email notification is received about the new message.
    ->Expected Behavior: The recipient should receive an email notification about the new message or reply.
    ->Actual Behavior: No email notifications are received, despite the notification settings being enabled

Sometimes no email is sent because, for example, the user was seen recently or has already read the message before the time set in the “email time window” site settings has passed.

Those cases are logged at {yoursite}/admin/email/skipped, so admins can find out what happened.

Did you check those logs?
