Notify user of tag changes made to their topic

Wondering if it is possible to notify a user of exact tag changes made to their topics by staff.

Example notification they could receive as a private message reply:

#help-wanted tag was added to your post.

Currently users of 2.6.0beta7 are aware that edits have been made to their posts, but become confused on what those changes aware. Most often, we are adding or changing tags around.

Best to educate them on how to read the edit revisions dialog which does show this information. They are already notified of the edit.
