We have developed a set of rules for using our forum, and need to post these prominently on the page. We are using the Categories view (categories listed on the left, latest topics on the right). Is there a way to pin a topic to the top of the list of latest topics using this view? or is there another way to feature the rules prominently on the page?

You won’t be able to pin a topic in that view, no. Have you looked into using a banner?
